Decades of corruption and mismanagement have proven that New York City is unable to improve the deadly human rights crisis manufactured by the Department of Correction.

 
 
 
 

Gilberto Garcia, 26, was cold and blue when an officer found him unresponsive in his cell on October 31st. He died of an apparent drug overdose, sources said.

This is now the deadliest year in the city’s jail system since 2013, when twice as many people were being held there.

The failures of Mayor Eric Adams and his jails commissioner Louis A. Molina are well documented. Under the Mayor’s leadership the plan to close Rikers by 2027 is increasingly at risk.

The only path forward for the jail on Rikers is federal receivership.
